The Staff of the Avatar weapon can be found at the following location: Drops from the Erdtree Avatar you encounter near the Great Waterfall Crest site of grace. To reach the area, you can either: Defeat the Valiant Gargoyle duo boss in the Siofra Aqueduct, then lie down on the coffin at the back of the arena.
